Abstract

We show that the second-order sufficient conditions for strict local optima in both constrained and unconstrained optimization problems can be restated solely in terms of the Hessian matrix. In the Hessian approach, the second-order sufficient conditions crucially depends on the rank of Hessian Matrix, therefore simpler in practical applications.
